Urge Your Member of Congress to Co-Sponsor H.R. 3005, the Postal Police Reform Act
Postal employee safety and the sanctity of the U.S. mail has been undermined. In fall 2020, the Postal Service initiated a misguided policy change that restricted the authority of its uniformed law enforcement personnel to postal-owned or leased property. This action compromised the safety of postal personnel and the security of the U.S. mail.
Prior to the change, postal police officers were empowered to conduct patrols in high postal-crime areas, protect postal property and investigate postal crime — on postal property and offsite. Over the past three years, assaults against postal employees delivering mail has increased by 144%, and mail theft has increased by an alarming 161% over a 12-month period (2021-2022). This acceleration in postal-related crime correlates with the USPS decision to diminish postal police law enforcement authority. Crime data indicates the postal police presence deters postal crime, including assaults against postal employees.
Please urge your member of Congress to co-sponsor H.R. 3005, legislation to clarify and restore the jurisdiction of Postal Police beyond the perimeter of a postal facility, in order to protect postal personnel, USPS assets and U.S. mail.

Transportation Atlanta Airport to Convention
The NAPS host branch GA state has arranged transportation from and to the airport. The cost will be $50 per person round trip and $35 one way. The cut off for the NAPS Florida State Scholarship is May 1 less than 30 days from now. When signing up new members, we continue to encourage mailing the original Form 1187 applications to our office address listed at the bottom of the form. This is the best way to ensure a suitable application copy for processing. That said, in an effort to provide multiple avenues for submissions, we are launching a new email submission option.
NAPS Headquarters is launching the new email address join@naps.org for submitting new member Form 1187 applications electronically.
Important Information for Email Submissions:
- To submit a Form 1187 electronically, please include the full name of the applicant in the subject line with the following format: SUBJECT: 1187 – FIRST LAST NAME.
- Please also include the name of the applicant in the body of the email, as well as your full name (the sender) and branch number. This is particularly important when submitting multiple applications in one PDF attachment. Please include the names of all applicants in the body of the email.
- The Form 1187 should be sent as an attachment (PDF or image file)—not an image in the body of the email. Photos of applications will not be accepted. It must be a clear, scanned copy (more information below).
NOTE: This email address should only be used to submit NAPS Form 1187 applications. For regular membership inquiries or to check on an applicant’s status, please respond to one of your DCO emails or contact naps.ec@naps.org.
Postal Reform Bill Passes!
Today the US Senate passed HR 3076 by a 79-19 vote, enacting historic bi-partisan postal legislation that will ensure the long term viability of the Postal Service long into the future. Now the legislation heads to the desk of President Biden for his signature.
Thank you for all your support, and again, without your leadership and commitment to SPAC, I am certain this day would not have come … NAPS has much to be proud of today, and it is another reminder of how NAPS is on a roll of success … Our collective leadership is making this happen.

2022 STATE TRAINING AND CONVENTION
2022 FLORIDA STATE TRAINING AND CONVENTION
Training seminar will be held on Thursday June 9 2022 from 12PM – 5PM and State Convention will start next morning Friday June 10, 2022 through Saturday June 11, 2022. This event will be held in Stewart FL on Hutchinson Island Marriott Resort and Marina. Room rate is $169 per night plus 11.5% tax and a $10 daily resort fee.
